The National Road Safety Council
PL: Krajowa Rada Bezpieczeństwa Ruchu Drogowego, KRBRD
 

was established:

  • on 1st January, 2002;

  • under the Law about Road Traffic;

  • as an auxiliary inter-department body of the Polish Council of Ministers for road safety issues (“RS”).

 KRBRD determines the RS policies and acts as a coordinator for the central government administration in the related area.

 KRBRD aims to:

  • Popularize the RS idea among participants in the community life on all its organizational levels – through information, promotion and education; and

  • Raise the awareness and shape the cultural attitudes of road traffic participants who should respect the law as well as the rights of other road users – by effective promotion of good customs; and

  • Increase the effectiveness of the measures aimed at RS improvement in Poland; and

  • Integrate various structures of local governments and NGOs in order to enable their cooperation aimed at RS improvement.

 KRBRD’s duties and responsibilities include:

  • Recommendations for the national policies within the scope of RS improvement; and

  • Development of RS improvement action programs; and

  • Commissioning of scientific research; and

  • Legislative initiative and opining on RS-related legal acts; and

  • Initiative within the framework of foreign cooperation and educational and informational activities; and

  • Cooperation with social organizations and with NGOs; and

  • Analysis and evaluation of the undertaken measures.

Members of KRBRD are appointed by the Prime Minister and include the  representatives of:

  1. Ministry of Transport, Construction and Maritime Economy; and

  2. Ministry of the Interior; and 

  3. Ministry of Justice; and

  4. Ministry of Health; and

  5. Ministry of National Education; and

  6. Ministry of Economy; and

  7. Ministry of the Environment; and

  8. Ministry of National Defence; and

  9. Ministry of Finance; and

  10. General Directorate of National Roads and Motorways; and

  11. General Inspectorate of Road Transport; and

  12. National Police Headquarters; and

  13. National Headquarters of the State Fire Service; and

  14. National Board of the Voluntary Fire Brigades of the Republic of Poland; and

  15. Governors of each of the Provinces (voivodes).

Chairperson of KRBRD: This office is currently held by Sławomir Nowak, the Minister of Transport, Construction and Maritime Economy, with Radosław Stępień, the Undersecretary of State in the Ministry of Transport, Construction and Maritime Economy acting in their capacity as Deputy Chairpersons.

Each of the 16 provinces (voivodeships) of Poland has its own provincial structures of the National Road Safety Council known as the Provincial Road Safety Councils (PL: Wojewódzka Rada Bezpieczeństwa Ruchu Drogowego, WRBRD) competent to coordinate the RS related operations in the sector of public administration on the level of a province. WRBRDs are each chaired by the head of the provincial executive board, with the governor and the head of the provincial police headquarters acting in their capacity as deputy chairpersons, respectively.


 

Target Groups:

  • drivers; and

  • passengers; and

  • motorcyclists; and

  • pedestrians; and

  • children; and

  • cyclists.

 

Sample Measures (broken down by type):

  • awareness raising campaigns (ATL, BTL, special events, media relations); and

  • thematic conferences; and

  • technical programs, and their development, implementation coordination and monitoring; and

  • unconventional educational measures including crash tests and/or crash simulations; and

  • public events of educational and/or promotional character; and

  • events that are educational in their nature (tournaments, competitions, talks),

  • trainings, workshops; and

  • distribution of practical gadgets such as reflective materials;  and

  • informational campaigns and events involving media participation (including press conferences, briefing, appearance in media); and

  • interactive website; and

  • expert audits, and their analysis; and

  • public opinion polls respecting awareness raising campaigns; and

  • auspices extended to RS related events, both in terms of supervision over the core aspects of such events and in terms of honorary patronage; and

  • presentations made at industry fairs; and

  • financial assistance provided to external organizers within the framework of co-funding or co-organizing certain events; and

  • co-funding of TV programs dealing with RS related issues that are educational and/or informational in their character; and

  • seeking of foreign funding; and

  • contacts with foreign and international organizations in order to exchange the related experience.
